look at the paul ryan side of it, the makers versus takers rhetoric before. look at the budget. this is a budget line item by line item that is consistent with the message romney was delivering in the 47% tape. this is fitting the social safety net, voucherizing medicare, shipping back aid to the poor to the states, massive tax cuts for the wealthy. the very sort of thing that was supposed to be the dividing line between obama and between the republicans in the election last year. the thing with the election was supposed to settle. as you say, this is basically, with a few cynical accounting tweaks, this is basically the same thing paul ryan put out in 2011 and 2012. >> what about the smaller stuff that is surfacing at the same time? what do you make of the resurfacing of the obama welfare lie and the legislation that passed in the house today, the free obama phone lie and the other particularly racially charged elements of the republican thesis from the campaign that democratic voters are moochers. >> if you look at the map, if you look at it nationally, there are enough votes

paul ryan echoed boehner on the debt saying we do not have a debt crisis. this is a very strange turn for republicans who have based all their budget cutting proposals on the idea that we do have a debt crisis. republicans in the age of obama have never wanted to mount a frontal, philosophical attack on social security and medicare because they're the two most popular things the american government provides. so instead of saying we want to cut and or eliminate social security and medicare because like rand we do not believe the government should be in the business of providing health care and or pensions and disability benefits to anyone, ever. instead, republicans have been saying we love medicare and we love social security but we simply can't afford those programs in their current form because of our debt crisis, because of our huge budget deficit, so reluctantly and bravely, we republicans propose significant cuts to medicare and social security, cuts that we republicans believe will make those programs more solvent and last longer. because remember, we

i guess that theory of evolution was echoed by paul ryan today. i want to play sound regarding once again the fiscal ideas that he touted in 2012, rearing their heads in 2013. let's take a listen. >> a balanced budget is a reasonable goal because it returns government to its proper limits and focus. when government overreaches, it doesn't just hurt our paychecks, it hurts our quality of life. we need to make room for community, for that vast middle ground between the government and the individual. >> you know, governor, the part of me that sticks out there is use of the word "community." i think that's been a priority that's lost specifically in the ryan budget insofar as it sort of tears asunder the social fabric. what do you think about him couching this in softer terms. >> i hate to say it, he has become an empty suit. this budget is a joke. for example, he says he would get rid of obama care, he would get rid of the benefits but kept the tax benefits to balance the budget, which isn't balanced. gives tax cuts to people that make a million doll
